In 1994, Dr. Jerry Bilinski began an unending commitment to the Columbia-Greene Humane Society/SPCA (CGHS/SPCA) during his tenure with us. He was a board member with excellent counsel, and he proceeded to donate hundreds of hours, assisting with too many cruelty cases to remember.
“Dr. B” was instrumental in helping us design the current veterinary clinic that allows us to spay/neuter 1,500 cats and over 600 dogs each year. Through our health and wellness program, we annually care for over 2,500 animals in need.
While Dr. B was owner of Chatham’s Small Animal Hospital, he dedicated his practice to helping the animals sheltered with us. Regardless of the hour or day, Dr. B always found time for shelter emergencies. He and his wife Darlene opened up their home, the magnificent Waldorf Thoroughbred Farm in North Chatham, to host many “Paw Picnic” events that raised hundreds of thousands of dollars to help us fulfill our mission.
His selfless dedication to all animals is why we proudly designated a highly honored award in his name in 2010.
Our 2024 Bilinski Award recipient is the CGHS/SPCA Chief Cruelty Investigator Lee DeLisle. We proudly honor Lee for his steadfast involvement in hundreds of equine animal cruelty cases on our behalf since 1991, and his intervention saving horses from suffering at the hands of their owners. Lee often found new homes for them through his farrier business and personal contacts.
He has been instrumental in guiding and training other cruelty investigators throughout the U.S. His knowledge and expertise have assisted numerous law enforcement agencies, including the district attorney’s offices in Columbia and Greene counties, the New York State Police, the Columbia and Greene County Sheriff’s Offices, as well as local police departments. Lee’s decades-long commitment is unparalleled!
We are blessed to have Lee as part of our CGHS/SPCA family, and to thank him for his work on behalf of animals in jeopardy. Lee, you are so deserving of this award! The CGHS/SPCA family thanks and congratulates you!

Our Food Bank is open to any from the public in need of pet food or for those wishing to donate food from 11:30 a.m. to 4:00 p.m. daily. Spay/neuter clinics for cats are $100.00 male or female, including a rabies vaccination and a 5-in-1 feline distemper combination vaccination. Nail clipping services are available every Saturday from 10 to 11 a.m. at the shelter for a donation of $10 for cats and $15 for dogs (currently prepaid only).
