STATE POLICE
- Victoria Elizabeth Joy Washburn, 23, of Catskill, was arrested April 3 at 11:15 a.m. in Cairo and charged with fourth-degree grand larceny and endangering the welfare of an incompetent/physically disabled person, both class E felonies. Washburn was released on her own recognizance.
- Raheem Antonio Lewis, 21, of Brooklyn, was arrested April 5 at 4:14 p.m. in Athens and charged with operating a motor vehicle impaired by drugs, an unclassified misdemeanor. Lewis’ arrest status was not reported.
- Cynthia Fernandez, 43, of Brooklyn, was arrested April 5 at 5 p.m. in Coxsackie and charged with second-degree introducing contraband into a prison, a class A misdemeanor. Fernandez was issued an apperance ticket.
- Todd Touzin, 48, of New Baltimore, was arrested April 6 at 5:51 p.m. in New Baltimore and charged with criminal mischief with intent to damage property, a class A misdemeanor. Touzin’s arrest status was not reported.
- William Joseph Herchenroder, 50, of Hannacroix, was arrested April 6 at 9:28 p.m. in New Baltimore and charged with two counts of seventh-degree criminal possession of a controlled substance, a class A misdemeanor. Herchenroder’s arrest status was not reported.
- Jovon Noel, 27, of Coxsackie, was arrested April 8 at 10:28 a.m. in Cairo and charged with knowingly making/possessing dangerous contraband in prison, a class D felony. Noel’s arrest status was not reported.
- Christopher Quinn, 47, of Watervliet, was arrested April 8 at 12 p.m. in Greenville and charged with aggravated unlicensed operation of a motor vehicle, an unclassified misdemeanor. Quinn was issued an appearance ticket.
